Of these two possibilities, I favor the first. But I wonder whether either is Paul’s meaning. Apparently we must accept that “work out” means work to accomplish (rather than work to make manifest). But might this not mean: Work to achieve the implications of the salvation you already possess? This way, Paul is saying something like this:
